Audit of Charlottesville City Management Controls Resolution

On Tuesday January 20th, 2015, Charlottesville Republican Committee Chairman Barbara Null presented the following resolution to Charlottesville City Council:

RESOLUTION of the

Charlottesville Republican Committee

CALLING on the City Council of Charlottesville to initiate an independent audit of all management controls intended to prevent the fraudulent use of public funds and an independent investigation into the leadership and management failures leading to criminal charges being brought against the former Registrar and a former member of the Electoral Board.

WHEREAS, the taxpayers of Charlottesville first became aware of the possible fraudulent use of public funds by the Registrar and a former member of the Electoral Board through an article in the Daily Progress in August, 2014;

WHEREAS, the City Manager was notified of the possible fraud as early as March, 2014;

WHEREAS, the fraud had apparently been ongoing and either undetected or unreported for at least the past three years;

WHEREAS, the City Manager failed to immediately investigate the matter;

WHEREAS, the City Manager failed to notify the Electoral Board;

WHEREAS, the City Manager initiated a police investigation only after the Electoral Board was notified of the possible fraud by another staff member in August 2014;

WHEREAS, the Registrar and the former member of the Electoral Board have been formally charged with multiple felony counts in September, 2014 which charges remain pending as of this date;

WHEREAS, both the Registrar and the former member of the Electoral Board are entitled to full due process of law to answer for the their respective actions;

WHEREAS, the Electoral Board requested and received the resignation of the Registrar within days of the last election in November, 2014;

WHEREAS, the responsibility for the actual outlay of public funds and the detection and investigation of possible fraud is vested in City Council acting through the City Manager;

WHEREAS, the public focus on the actions or inactions of the Electoral Board is thus misplaced;

WHEREAS, the City Manager failed to grasp the gravity of the offenses and has lost a measure of trust as a steward of public funds.

NOW THEREFORE BE IT RESOLVED, that the Charlottesville Republican Committee calls upon the City Council of Charlottesville to initiate an independent audit of all management controls designed to prevent the fraudulent use of public funds and an independent investigation into the leadership and management failures leading to criminal charges being brought against the former Registrar and a former member of the Electoral Board.

IN WITNESS WHEREOF, the Charlottesville Republican Committee has authorized the Unit Chairman to sign this resolution by majority vote taken this day of January, 2015.
